At 9:45 a.m., the regular monthly meeting of the Virginia Racing Commission (VRC) was called to order by Executive Secretary, Bernard Hettel. Mr. Hettel welcomed Carol Dawson the Commission.

Executive Secretary Bernard Hettel opened the floor to nominations for the 2012 Chairman. Commissioner Sarge Reynolds moved to elect Commissioner Siegel as Chairman. Seconded by Commissioner David Reynolds, the motion carried unanimously.

Executive Secretary Bernard Hettel opened the floor to nominations for the 2012 Vice Chairman. Commissioner Siegel moved to elect Commissioner Sarge Reynolds as Vice Chairman. Seconded by Commissioner Reynolds, the motion carried unanimously.

The minutes of the regular meeting held on December 1, 2011 were unanimously approved as amended.

During the Breeders Fund Thoroughbred Subcommittee report, Vice Chairman Sarge Reynolds read the following motion:

The Thoroughbred Subcommittee recommends the following expenditures from the Thoroughbred portion of the Virginia Breeders Fund for 2012:
1. $325,000 for the year-end breeder and stallion awards based on the results of races run in 2011;
2. Approximately $700,000 for the 100% owner’s bonus program and restricted race supplements of 25%;
3. $131,000 to partially fund the purses of six VA-bred Stake races to be contested during the 2012 race meeting at Colonial Downs;
4. Approximately $65,000 for breeder’s bonuses based on 10% of the 100% owner’s bonuses earned; and
5. $190,000 to the Virginia Thoroughbred Association for the administration of the fund.
The motion was seconded by Commissioner David Reynolds and unanimously approved.

It was moved by Commissioner David Reynolds to amend regulations pertaining to the Requirement of a Human Ambulance during the Exercising of Standardbred Horses as a final amendment. Seconded by Vice Chairman Sarge Reynolds and unanimously approved.

It was moved by Commissioner David Reynolds to amend regulations pertaining to Patrol Judges as a final amendment. Seconded by Vice Chairman Sarge Reynolds and unanimously approved.

A discussion ensued regarding 2012 Standardbred Race Days and the 2012 Standardbred Horsemen’s Agreement. It was moved by Chairman Siegel to accept the request of Colonial Downs regarding race days for 2012. Twenty-four (24) days of standardbred racing from Wednesday, September 5 to Sunday, October 14, 2012. The schedule will be Wednesday, Thursday, Saturday, and Sunday with racing four (4) days per week. Post-time will be 1 pm. The motion was seconded by Commissioner Reynolds and unanimously approved.

It was moved by Commissioner David Reynolds to approve the request by the VTA regarding Amendments to Chapter 130. The motion was seconded by Commissioner Sarge Reynolds and unanimously approved.

There being no further business, Thursday, February 16, 2012 at 10:00 a.m. was set as the date and time of the next meeting to be held at Horsemen’s Building, 10700 Horsemen’s Road, New Kent, VA. The meeting was then adjourned.
